Abstract

The purpose of this research was to design an inclusive, comprehensive model to develop skills of workers with disabilities in order to strengthen the work skills of people with disabilities in a Regional Government, in order to promote equitable labor integration, in an environment that values diversity. To carry out the research, a quantitative approach was used, with a non-experimental, cross-sectional and descriptive design. The population is made up of 145 employees with disabilities, selecting a sample of 104 through non-probabilistic sampling. In turn, questionnaires and checklists were applied, validated by experts, achieving a Cronbach's Alpha of 0.98, which guarantees high reliability. One of the findings is that, although the majority of employees have intermediate and advanced levels of work skills, emotional well-being and social inclusion, a considerable group remains at a basic level, which shows the need for specific training programs. The model includes five key components: skills development, promotion of emotional well-being, promotion of social inclusion, continuous evaluation and sustainability. In conclusion, this model not only improves the work skills of PwD, but also fosters an inclusive organizational culture, aligned with the Sustainable Development Goals and current regulations. Its implementation and continuous monitoring are essential to ensure its effectiveness and sustainability.
