Digital government model to optimize administrative management in a public entity

In recent years, advances in Information and Communication Technologies (ICT) have greatly contributed to the transformation of administrative management. Among the most notable, digital government is an important tool to modernize services, increase efficiency, quality of expenditure, promote transparency and accountability, and citizen participation. This study aims to use as input a digital government model design to optimize administrative management in a Sub-Regional Health Directorate of Cajamarca, in response to deficiencies identified in critical areas such as efficiency, transparency, and accountability. Using a non-experimental quantitative approach, 107 public servants were surveyed, including doctors, administrators, care technicians, and nursing assistants. From the results, it was found that 73% rated management as acceptable, but administrative processes (22% unsatisfactory) and innovation (21% unsatisfactory). The proposed design is based on process automation, digital management systems and online platforms, aimed at improving sound decision-making in real time, increasing transparency and strengthening accountability. It is in line with the ninth Sustainable Development Goal (SDG), which promotes highly resilient infrastructures.
