Digital government to optimize municipal management: Transparency, citizen participation and strengthening of knowledge

The research focused on the need to modernize municipal management, since there were major flaws in key areas such as transparency, citizen participation, and administrative capacity. To solve this, the Digital Optimization Model for Municipal Management (MODIGLAM) was created, with the aim of improving administrative processes, ensuring that information is open to all, and encouraging more direct and effective interaction between the municipality and citizens. The study was conducted with a quantitative approach and a non-experimental descriptive design. A validated questionnaire with a Cronbach's alpha of 0.96 was used, which was applied to a sample of 97 families selected by probabilistic sampling. This questionnaire helped identify the flaws in municipal management, such as slow procedures, limited access to public information, and lack of good knowledge management. The results showed that it was urgent to introduce technology to optimize processes, improve transparency, and make the relationship between local authorities and the community stronger. The proposed model, based on modern theories of public administration and technological adoption, was reviewed and validated by experts, who confirmed that it made sense and could be applied. In the end, it was concluded that MODIGLAM is an innovative tool to modernize public management, with the potential to be used in other municipalities, laying the foundations for a more inclusive, transparent and sustainable administration.
