A performance evaluation manual was designed for the Santa Rosa Municipal Cleaning Company (EMASEP) with the aim of optimizing employee performance and identifying key areas for improvement. A mixed-method approach was employed, incorporating interviews, surveys, and direct observation to gain a comprehensive understanding of the organizational context. The analysis combined deductive and inductive reasoning to structure and interpret the findings. The results revealed the absence of a formal and uniform evaluation system, contributing to a perceived lack of motivation among employees. The study concluded that implementing a standardized system would enhance feedback processes, align institutional goals with staff competencies, and improve the organizational climate. The importance of a participatory approach was emphasized, one that promotes professional development and fosters a merit-based and continuously improving organizational culture.
