The impact of transparency on municipal corruption: a study in the context of Peru

This study focused on identifying and mitigating the existing deficiencies in the disciplinary administration procedure of the education sector. The objective of the study was to develop a proposal for an institutional optimization model that would address the issue of equity, efficiency, and transparency in the disciplinary administration of public servants. The type of research was applied, with a non-experimental and cross-sectional design, using quantitative and qualitative methods. The sample consisted of 56 subjects, all of them employees of the Regional Education Management. As a result, the disciplinary administrative process is considered deficient by 64% of the subjects; in particular, the regulatory, procedural, probative, and sanctioning dimensions were observed with significant deficiencies. In this regard, these results suggest the urgent need to intervene through comprehensive strategies that address these limitations to optimize the disciplinary administrative procedures in the education sector. Based on the findings obtained, an integrated model was designed consisting of five key components: the reengineering of administrative processes, the incorporation of technologies, staff training, the standardization of protocols and the use of performance indicators. In this regard, this research concluded that the implementation of this model not only optimizes disciplinary administrative procedures within the educational sector, but also establishes a framework that can be replicated in other public sectors, promoting administrative efficiency and strengthening trust in institutions.
