Diagnóstico del problema público sobre derecho a la educación de la población estudiantil migrante transnacional

Abstract

La atención gubernamental a las necesidades sociales inicia con el reconocimiento de la existencia de un problema público, por esta razón, el objetivo de este trabajo consiste en, definir el problema público relacionado con la llegada de la población estudiantil migrante transnacional a escuelas mexicanas. La definición del problema público se realiza a través de la caracterización de esta población estudiantil por medio de un análisis documental y el método de construcción del árbol de problemas. Por consiguiente, se recuperan investigaciones empíricas que señalan las características y problemáticas a las cuales se enfrenta la población estudiantil migrante transnacional y junto con el análisis del recurso jurídico que fundamenta la atención a su derecho a la educación, se genera un diagnóstico que propone a la exclusión educativa de esta población como el problema principal y se justifica como un problema público, ya que pone en riesgo la dignidad humana y el derecho a la educación, pues genera efectos negativos, tales como el rezago educativo, abandono escolar, situaciones de discriminación y desigualdad, así como nuevas dinámicas migratorias que demandan atención gubernamental para evitar efectos negativos en el desarrollo social y económico del país.

Abstract

Government attention to social needs begins with the recognition of the existence of a public problem, for this reason, the objective of this work is to define the public problem related to the arrival of the transnational migrant student population in Mexican schools. The definition of the public problem is carried out through the characterization of this student population through documentary analysis and the problem tree construction method. Therefore, empirical research is recovered that indicates the characteristics and problems faced by the transnational migrant student population and together with the analysis of the legal resource that supports the attention to their right to education, a diagnosis is generated that proposes to the educational exclusion of this population as the main problem and is justified as a public problem, since it puts human dignity and the right to education at risk, since it generates negative effects, such as educational lag, school dropout, situations of discrimination and inequality, as well as new migratory dynamics that demand government attention to avoid negative effects on the social and economic development of the country.
