Retention and motivation plan for human talent in municipal health centers

Human talent management in healthcare is essential to ensure the continuity, quality, and efficiency of healthcare services. High turnover and job burnout, driven by precarious contracts, work overload, lack of incentives, and limited opportunities for development, affect the sustainability of the system and the well-being of staff. Therefore, this study aims to design a comprehensive plan for staff retention and motivation in the health centers of the Municipal GAD of Cuenca, Ecuador, in order to reduce turnover. A non-experimental, mixed, and descriptive design was used, with a probabilistic sample of 30 participants, using questionnaires based on the Anticipated Turnover Scale and semi-structured interviews. The results showed a high intention to leave (80-90%), job dissatisfaction, and active job search, predominantly among staff with 2 to 4 years of experience. It is concluded that a comprehensive multidimensional plan, including job stability, incentives, professional development, participatory leadership, and comprehensive well-being, is essential to retain staff and ensure continuity of services.
