The capacities for employing human potential in government management in Cienfuegos

The Capacity Building Program (ProFoCa) in the Provincial Council for Employment Articulated with Human Potential is the subject of the presented article. Its objective is to achieve the necessary connections for decision-making in the implementation of the Government Management System based on Science and Innovation (SGGCI) in Cienfuegos. A mixed methodology is used, including theoretical, empirical, and mathematical-statistical methods, facilitating information and data processing from the general to the particular in understanding the results. Conclusions: The program will allow the recognition of its structure in favor of articulating human potential, revealing itself as the teaching-learning process — within the SGGCI — fundamental in the formation of the Provincial Council. It is part of the debate on the relationship between science and politics and will be projected as a working system that will strengthen capacities to face challenges in capacity building within governmental structures in Cienfuegos. From this perspective, the Capacity Building and Development Program (ProFoCa) assumes that the processes closing the cycle of training and certification of professional competencies of the Provincial Government Council to articulate actors must be connected to organizational management, demonstrating its usefulness for successful and sustainable development in government management. This reinforces the validity of the presented proposal, aimed at capacity building and the articulation of human potential.
