Transformative leadership in public administration. A systematic review

Abstract

Transformational leadership is an abstract concept, which underlies a philosophy, techniques, and tools useful for achieving significant and sustainable changes in organizations and society in general. It is a leadership that can be essential to address challenges that arise today. This study seeks to identify the effects of transformational leadership in public administration, analyzing specific elements of transformational leadership, such as the implementation of practices and the development of skills, and highlighting the relationship between the search for public value and the clear allocation of resources. To achieve this, a selection of national and international publications was made, 22 articles met the inclusion criteria. The results focus mainly on organizational effectiveness, innovation and organizational culture with a marked favorable impact and with less emphasis but also positively in terms of public value formation and adaptability. It highlights the contribution among the scientific community to increase the management of public administration, although in a way that is still not very delimited, which suggests future research that examines the psychological aspects, interpersonal interactions and possible limitations of transformational leadership in public administration.
