Abstract

Public policies are governmental decisions and actions designed to address social problems and manage resources, these policies are analyzed through various models such as the rational, incremental, and network models, which examine their formulation, implementation, and evaluation, highlighting the importance of citizen participation and interest groups in the process. In Ecuador, the 2008 Constitution establishes a framework for the protection of human rights and social inclusion, requiring that public policies align with international agreements and ensure equality for communities, peoples, and nationalities.In 2023, Ecuador implemented several policies to improve the inclusion and development of indigenous communities, such as Intercultural Bilingual Education and intercultural health. These policies aim to preserve indigenous cultures and promote sustainable development by integrating traditional practices with modern medicine and strengthening cultural identity. The qualitative methodological research used in evaluating these policies provides a detailed analysis of their effectiveness and challenges. Despite progress, challenges persist in implementation and variability of results depending on the local context, while Ecuadorian public policies have advanced in terms of inclusion and cultural respect, they face challenges in effective implementation. Continuous evaluation and adaptation of strategies are crucial to ensure sustainable and equitable improvements in communities, thereby achieving a positive impact on society.
