México towards the consolidation of a regime of social precariousness?

ABSTRACT
The purpose of the article was to narrate the specific characteristics that were important in the construction of a regime of precariousness through social programs of cash transfers in support of the consumption of the vulnerable or precarious. And, to do so, interpretations derived from theoretical points of view and some statistical evidences were used to show that the Mexican social question beyond the normative, known as social rights, redefined a social distribution agreement under a new political hegemony known as the "Fourth Transformation". However, the social programs of focused attention to some of the needs of the poor are not recent and as a general conclusion it was highlighted that they are the result of a historical agreement with different features of domination between the elites and the dominated to accept, with relative stability, their reforms and their exercise of political and even economic power.
