Institutional analysis of the community irrigation governance system of Kiskinchir, Ecuador

The study aimed to analyze the community irrigation system of Kiskinchir from the perspective of water governance. The research was conducted through a descriptive-interpretative approach, grounded in the theoretical framework of Elinor Ostrom’s Institutional Analysis and Development, which made it possible to assess the eight design principles applied to a specific case. Data collection was carried out through semi-structured interviews and documentary review, complemented by the development of indicator matrices and a SWOT analysis that integrated internal and external factors linked to water management.The results showed that the system achieved high levels of social legitimacy, community participation, and locally adapted rules, which was reflected in a strong compliance with several of Ostrom’s principles, particularly those related to boundary definition, rule modification, and community monitoring. Nevertheless, significant limitations were also identified, such as the lack of systematic technical records, reliance on collective memory, and the fragility of formal conflict-resolution mechanisms. The SWOT analysis revealed opportunities for collaboration with universities and social organizations, but also highlighted threats stemming from climate variability, agricultural expansion, and youth migration. The study demonstrated the importance of strengthening the integration between local knowledge and external technical support, proposing strategies that combine cultural continuity with innovation.
