Challenges of government management in Cuba: proposal for strengthening it from the territorial perspective

Government management in Cuba faces multiple challenges that limit the efficiency of public policy implementation. This article examines how a territorial approach based on science, technology, and innovation can contribute to improving government management and regional development. The methodology employed is based on a qualitative approach, with documentary analysis and a bibliographic review of works published in various scientific databases and other academic sites of interest. Various arguments were found that indicate the benefits of government management with a territorial approach. However, barriers were identified, such as centralization, weak transfer of knowledge and innovation, and a lack of intersectoral integration. It is concluded that strategic planning, coordination between stakeholders, and citizen participation are fundamental pillars for consolidating a more efficient government model to ensure the sustainability and positive impact of public policies in the territories.
