Modelo de transferencia de competencia: Delegación y Subrogación.
Abstract
La presente investigación presenta las formas de transferir una competencia establecida en el ámbito jurídico, especialmente la delegación y subrogación, presentadas como alternativas jurídicas, habilitantes de un órgano administrativo. En el caso de la delegación podemos notar cuando un órgano superior otorga la competencia a un órgano inferior de manera temporal. En la subrogación notamos la transferencia de un órgano inferior a un superior de manera temporal, elevando el nivel. Para ello es necesario utilizar un método investigativo, el cual nos lleve a descubrir cuales son las maneras y las causas para poder transferir una competencia. Luego de aplicar los métodos necesarios llegamos a la conclusión que al momento de transferir competencias podemos encontrar varios modelos o paradigmas, los cuales se aplicaran según las alternativas indicadas.

ABSTRACT
This research presents the ways of transferring a competence established in the legal field, especially delegation and subrogation, presented as legal alternatives, enabling an administrative body. In the case of delegation we can notice when a superior organ grants competence to a lower organ on a temporary basis. In subrogation we notice the transfer from an inferior organ to a superior one in a temporary way, raising the level. For this it is necessary to use an investigative method, which leads us to discover which are the ways and the causes to be able to transfer a competence. After applying the necessary methods we came to the conclusion that at the moment of transferring competences we can find several models or paradigms, which will be applied according to the indicated alternatives.Keywords:
