Instrument for aptitude evaluation in citizen security agents in a municipality of Ecuador

Abstract

The objective of the study focused on evaluating citizens' perception of the skills of police officers and a training program was designed and implemented focused on improving the skills identified as deficient in a canton of Ecuador.  Empirical methods were used to carry out the diagnosis and verify the results of a sample of 384 people selected from a representative sample of citizens to obtain a vision of the skills of the police. The survey was designed to measure key aspects of police performance through a scale that covered areas such as problem solving, adaptation to change and crime prevention. The results showed a general perception of weakness in the officers' ability to adapt to new circumstances, receive effective feedback, and face complex challenges. These areas of weakness reflected dissatisfaction with compliance with protocols and effectiveness in crime prevention. Analysis of the survey responses identified specific areas of deficiency in police performance. The intervention program covered modules on problem solving, adaptation to change, continuous learning and crime prevention and suppression and included theoretical and practical sessions. The effectiveness of the program was evaluated through a second round of surveys. The findings highlighted the need for a focus on training and skills development to improve the effectiveness and public perception of the police force.
