El desarrollo local, la gestión de gobierno y los sistemas de innovación

Resumen

El trabajo tiene como objetivo, el análisis del desarrollo local en relación con la gestión de gobierno y los sistemas locales de innovación, apoyado en la implementación de la Gestión Universitaria del Conocimiento y la Innovación para el Desarrollo (GUCID); se utiliza como estudios de caso a los municipios Abreus y Cumanayagua. Se emplea el método de expertos y el uso de indicadores, se identifican los retos y barreras a vencer, se compara la realidad identificada con las proyecciones de las localidades estudiadas. Los resultados logrados permiten incrementar el papel de la ciencia, la tecnología y la innovación y ordenar la gestión de proyectos y la gestión del conocimiento, al reducir los impactos negativos en la gestión local del desarrollo.

ABSTRACT

The work has as objective, the analysis of the local development in connection with government's administration and the local systems of innovation, supported in the implementation of the University Administration of the Knowledge and the Innovation for the Development (GUCID); it is used as case studies the municipalities Abreus and Cumanayagua. It is used the method of experts and the use of indicators, the challenges and barriers are identified to conquer, the identified reality is compared with the projections of the studied towns. The achieved results allow to increase the paper of the science, the technology and the innovation and to order the administration of projects and the administration of the knowledge, when reducing the negative impacts in the local administration of the development.
