Gobierno digital y participación ciudadana: percepción de funcionarios públicos sobre el rol de la municipalidad peruana

Resumen

La investigación se propuso como objetivo determinar la percepción de funcionarios públicos del papel que cumple la municipalidad en Yanacancha, Pasco, 2020, sobre gobierno digital y participación ciudadana; la metodología se orientó por un enfoque cuantitativo, con un tipo de investigación básica, para un diseño “no experimental” de corte transversal. La muestra utilizada fue “no probabilística” conformada por 53 directivos de los diferentes estamentos públicos, todos ellos vecinos de la jurisdicción del Municipio; la técnica empleada fue la encuesta por cuotas y el instrumento fue la aplicación de tres cuestionarios con preguntas estructuradas. Los resultados confirmaron la hipótesis formulada por medio de pruebas estadísticas, donde se obtuvo un p valor de significancia de 0.000 < 0.05 y un 57,5 % de relación según índice de Nagelkerke desde un ajuste de regresión logística ordinal. Las conclusiones indican que hay una influencia significativa de la variable gobierno digital en la participación ciudadana.

ABSTRACT

The objective of the research was to determine the perception of public officials of the role played by the municipality in Yanacancha, Pasco, 2020, on digital government and citizen participation; the methodology was guided by a quantitative approach, with a type of basic research, for a "non-experimental" cross-sectional design. The sample used was "non-probabilistic" made up of 53 managers from the different public sectors, all of them residents of the Municipality's jurisdiction; the technique used was the quota survey and the instrument was the application of three questionnaires with structured questions. The results confirmed the hypothesis formulated through statistical tests, where a significance p value of 0.000 < 0.05 and a 57.5% relationship according to the Nagelkerke index were obtained from an ordinal logistic regression adjustment. The conclusions indicate that there is a significant influence of the digital government variable on citizen participation.
