DESARROLLO ENDÓGENO Y UNIVERSIDAD.

Resumen

En el artículo se analiza la necesidad de instrumentalizar medidas que posibilitasen el desarrollo de las regiones más atrasadas y, consecuentemente, la conveniencia de habilitar políticas de carácter regional. Los diversos modelos que pretendieron explicar el surgimiento y desarrollo de desequilibrios territoriales, así como el surgimiento de enfoque vinculado a las teorías del Desarrollo Endógeno y del Potencial de Desarrollo Regional. Estas propuestas intentan explicar las causas del crecimiento regional a partir de la existencia de un potencial de desarrollo endógeno, es decir, de un conjunto de factores locales que permiten llevar a cabo procesos de reestructuración del sistema productivo y generar en el ámbito regional y local iniciativas empresariales competitivas en el nuevo contexto. Por último en las últimas décadas, la Política Regional ha tomado una orientación distinta. Sin renunciar a sus objetivos de redistribución, pone mayor énfasis en favorecer el desarrollo de las capacidades de crecimiento propias de cada región y trata de alcanzar la máxima eficiencia en términos de productividad y de competitividad. La aportación de la Universidad en este ámbito debe abarcar tanto la preparación y cualificación de los técnicos y expertos que formarán los cuadros, especialistas y directivos de las empresas, como la formación de futuros emprendedores e incluso de técnicos orientados a la intervención directa en el territorio en tareas de promoción de iniciativas de desarrollo. ABSTRACT In the article the necessity is analyzed to exploit measures that made possible the development of the late regions and, consequently, the convenience of qualifying policies of regional character. The diverse models that they tried to explain the sprouting and development of territorial imbalances, as well as the sprouting of tie approach to the theories of the Endogenous Development and the Potential of Regional Development. These proposals try to explain the causes of the regional growth from the existence of a potential of endogenous development, that is to say, a set of local factors that allow to carry out processes of reconstruction of the productive system and to generate in the regional and local scope competitive enterprise initiatives in the new context. Finally in the last decades, the Regional Policy has taken a different direction. Without resigning to his objectives of redistribution, it puts major emphasis in favouring the development of the own capacities of growth of each region and tries to reach the maximum efficiency in terms of productivity and of competitiveness. The contribution of the University in this scope must include so much the preparation and qualification of the technicians and experts who will form the pictures, specialists and managers of the companies, like the formation of futures enterprising and of technicians even oriented to the direct intervention in the territory in tasks of promotion of development initiatives.
