El Consejo de Seguridad de las Naciones Unidas ¿un órgano democrático?

Resumen

El presente artículo ofrece una valoración sobre el Consejo de Seguridad del Sistema de las Naciones Unidas en cuanto a la estructura y funcionamiento que le establece la Carta constitutiva de la Organización, desde la perspectiva de la democracia. Para ello, con la aplicación de los métodos histórico-jurídicos y análisis jurídico-doctrinal, se sistematizaron consideraciones históricas y teóricas sobre dicho Órgano, y se analizó la teoría de la democracia. Los resultados obtenidos demuestran la ausencia de democracia en los artículos 23, correspondiente a la composición, y el 46, en lo referente a los integrantes del Comité de Estado Mayor que lo asesora y asiste, entre otros.

ABSTRACT

This article offers an assessment of the Security Council of the United Nations System in terms of the structure and functioning established in the Charter of the Organization, from the perspective of democracy. To do this, with the application of historical-legal methods and legal-doctrinal analysis, historical and theoretical considerations were systematized on said Organ, and the theory of democracy was analyzed. The results obtained show the absence of democracy in articles 23, corresponding to the composition, and 46, in relation to the members of the Military Staff Committee that advises and assists, among others.
